Born in Bankstown, New South Wales, Justin Estall-Makirere is a prop forward recognized for his robust presence on the field. He began his rugby league career with the Sunshine Coast Falcons, contributing to their Hastings Deering Colts premiership win in 2019. Makirere made his Hostplus Cup debut with the Norths Devils on April 22, 2023, against the Mackay Cutters.

In October 2024, Makirere was selected to represent the Cook Islands in the Pacific Championships. He made his international debut on October 15, 2024, against Papua New Guinea, and earned his second cap against Fiji on October 26, 2024.
